ON THE surface, it looks like harmless farm paddocks by the sea. But the site of Victoria’s desalination plant has something lurking beneath.
It has been known for some time that a black-coal mine, now long gone, has left collapsed shafts and tunnels underneath 40% of the Wonthaggi site. But a report obtained by The Sunday Age has found that survey maps for the old mine have gone missing.
