CLIMATE change is already more advanced than the world realises, and tackling it will present “diabolical” policy challenges, says the head of Labor’s climate change review, Professor Ross Garnaut.
In his first speech since starting his policy review for state governments and Prime Minister-elect Kevin Rudd, Professor Garnaut indicated that he would recommend a stronger framework to secure rapid cuts in greenhouse gas emissions than that proposed by the Howard government.

THERE was a jump in the number of Melburnians flouting water restrictions last month as the warmer weather started to take hold.
Figures released yesterday by the metropolitan water retailers showed that during October nearly 650 customers were issued with first warnings and more than 130 received second warnings for breaching stage 3a restrictions.
But the authorities did not issue any fines or restrict household water supplies, despite catching more than 770 customers ignoring water bans.

RESIDENTS near Gippsland’s proposed desalination plant are concerned they will be living next door to a designated national security threat. They fear razor wire and electric fences may surround the 40-hectare site behind Williamsons Beach near Kilcunda if it is classified a potential target.

DINOSAUR bones dating back 115 million years could lead to cost blowouts and delays for Victoria’s $3 billion desalination plant.
Bones, teeth and vertebrae of dinosaurs and ancient marine reptiles have been found in a rock shelf on the beach at Wonthaggi.
The find, described by scientists as internationally significant, is in front of the planned site for the desalination plant at Powlett River.
